System-wide Performance Indicators of Automated Command and Control Systems (software-hardware Complexes) 53_2.pdf

A series of articles [1-8] deals with algorithms, criteria, and hierarchical system for performance evaluation of automated command and control systems when developing a complex approach to the evaluation of effectiveness of automated C2 systems and software-hardware complexes. The upper level of performance criteria as well as typical performance indicators in sum have been already analyzed in these publications. The present article considers system-wide performance indicators of automated command and control systems (software-hardware complexes).

A Comprehensive Approach to the Assessment of the Effectiveness of Software-hardware Complex of the Naval Authorities Functional Activity Automation 000_1.pdf

The Management Centre of the Main Headquarters of the Russian Navy, opened in St. Petersburg, allows continuous monitoring of the situation in the World Ocean. It is a new essential element of the National Centre for Defense Management of the Russian Federation. The Centre consists of the five departments; the Combat Control Department and Constant Activity Management Department are the main ones; they will be monitoring and analyzing the situation. The equipment of the Centre (the software-hardware complex) allows to perform complex calculations and simulations within the shortest possible time. It also allows the Main HQ of the Russian Federation Navy to ensure management effectively in a qualitative manner. The article discusses the approach to assessment of the effectiveness of the hardware-software complex of naval authorities functional activity automation at all stages of the life cycle. The approach also allows researching the influence of the complex functioning quality on the engagement efficiency and the solution of various control tasks of the Navy.
